Steve Richardson Director ICS Ltd
 
Steve has been operating in public service for over 30 years, initially as a police officer engaged on front line duties. He has a wide array of operational and management experience but his more recent work has been concerned with assisting others to implement major change with the National Centre for Policing Excellence and the National Policing Improvement Agency.

He is a principal designer and developer of a new and innovative change management system utilised by a primary UK public sector, endorsed by the national governing body and the British Government. Its success has seen it taken up internationally by public bodies in northern Europe, Canada, Australia and New Zealand and has been received in China. In the recent five years he has lead on the greatest sea change in modern policing within the UK and beyond through delivering the adoption of information led techniques to strategic and operational delivery of business and business processes through effective use of infrastructural assets.

Steve has a significant knowledge and experience of intelligence & information processes; strategy formulation; operational products; project & programme management; management of risk; briefing and debriefing and data and information management.

He is the principal author of the National Police Guidance on the National Intelligence Model which has recently been re-issued by the National Center of Policing Excellence.

Kent Police – September 2003

‘The Chief Constable’s Certificate of Merit is awarded to Steve Richardson, in recognition of his professionalism, commitment and dedication during the Best Value Review of Criminal Justice undertaken in 2001/02. Criminal Justice is a complex aspect of police business and the ability of the team to engage at a senior and strategic level with all the key players is testament to their knowledge, expertise and commitment. This review and its implementation involved close and detailed working with Kent Police Authority representatives and stakeholders in partner organisations keen to see demonstrable improvements through the B V process. National Centre for Policing Excellence – May 2006

‘This certificate of merit is awarded to Steve Richardson for his commitment and high professional standards. Between June 2002 and December 2005, Steve Richardson was responsible for the development of key implementation products to enable the consistent application of the National Intelligence Model in all forces in England and Wales.

His early development of the NIM business process, determining both the intelligence process and assets required was inspired and led to NCPE and ACPO adopting the model as the business process architecture for the implementation of major change in the police service.

Responsible to the ACPO lead for the NIM portfolio, Mr Richardson also developed the underpinning minimum standards 1 and 2; prototype national briefing model and, national NIM guidance manual. This required wide national consultation and keen stakeholder management. These products were approved by ACPO Council and later informed the NCPE NIM guidance documents recently published.

All products were of a high standard and delivered within very tight timescales. Mr Richardson is commended for his commitment and high professional standards. – Ian Humphreys, Director NCPE, May 2006.

   
National Policing Improvement Agency – December 2007
